Update on public rights of way, bridleways, footpaths and cycleways between Burton Green and Southam - February 2020

Upcoming HS2 enabling works in areas between Burton Green and Southam in Warwickshire will sometimes result in temporary changes to public rights of way (including footpaths and bridleways) and cycleways.

The following information is intended to provide a general overview of enabling works impacts, and is subject to change. We will endeavour to keep this information as up-to-date as possible.

To help minimise impacts, HS2 contractors will:

· Put diversions in place where required, and where it’s possible and safe to do so

· Install and maintain local signs to inform people of temporary closures and diversions

· Issue public notices and news alerts as required for upcoming closures.

Where HS2 contractors are impacting an official public right of way, we work with the relevant local authority to obtain consent or permission for any closures or diversions. Sometimes we impact a ‘permissive route’ – an unofficial footpath or bridleway – which does not require the same consent process.

Burton Green

To ensure the safety of everyone in the area, two parts of the public right of way between Broadwells Wood and the Kenilworth Greenway known as W168 and W168a have been temporarily closed. This is to facilitate the creation of temporary roads for construction traffic (known as ‘haul roads’), and the temporary diversion of the Kenilworth Greenway.

Various footpaths on and around the Kenilworth Greenway will sometimes undergo short closures from early 2020 onwards, as we prepare to temporarily divert the Greenway and build a haul road. These include southern sections of W168, and the walkways known as W167 and W169.

We are also planting trees and vegetation, and creating new wildlife habitats, as a part of HS2’s ‘green corridor’ approach – including two green corridor sites in Burton Green. You may see people and equipment crossing the Greenway and other footpaths in this area as we build the green corridor.

Crackley

The bridleway known as W165x will be temporarily closed, with a diversion in place, at Crackley Wood from mid-March to Autumn 2020.

At W164 between Crackley Lane and the A429 Coventry Road/Kenilworth Road – part of National Cycle Route 52 – HS2 contractors will be undertaking enabling works to create a haul road. W164 will remain open at all times, and access will be maintained via temporary diversions.

The cycling path on the A429 will sometimes be impacted by temporary traffic management during enabling works, where we are modifying the road and creating access points for future work.

An update on our works in Burton Green to Kenilworth

Our enabling works contractor, the Laing O’Rourke and Murphy (LM) joint venture, is setting up work sites between Burton Green and Kenilworth and getting ready to build a temporary road dedicated to HS2 construction traffic (known as a ‘haul road’) along the route of HS2. LM has published an Autumn/Winter Newsletter to provide more information about early works in Warwickshire, outlining our activities from October 2019 to March 2020 to ensure main construction work can start on time. In addition, some of the things you might experience in areas between Burton Green and Kenilworth in coming weeks include:

  • Tree and vegetation clearance, and temporary traffic lights, on a small section of the A429 Coventry Road/Kenilworth Road at Crackley as explained in this notice A429 Works .
  • A temporary closure of Cryfield Grange Road in Crackley while we create access points, as explained in this notice Cryfield Grange Road
  • Temporary traffic management on Bockendon Road Notification and Waste Lane Notification of closure starting in late September to support construction of the haul road between Burton Green and Kenilworth.
  • LM will also be at work in small sections of Crackley Wood, Birches Wood, Diamond Wood and Rough Knowles Wood off Crackley Lane/Cryfield Grange Road, and at Broadwells Wood near Burton Green. This will involve clearly-signed temporary closures of the public rights of way and bridleways through these woods from late September to December, 24 hours a day and 7 days a week, to ensure the safety of people moving around our work sites at these locations. We will lift these temporary closures as soon as possible.

    Update - Works on Crackley Crescent

    Temporary access/work next to Crackley Crescent

    From the week commencing 21 October, temporary traffic lights operating 24/7 will be installed on the A429 Coventry Road/Kenilworth Road. This will provide LM’s subcontractor with a safe working area for temporary access through the existing gate next to Crackley Crescent, involving some improvements to the access point. Our short-term use of this access is to gain entry into our main working area, where the future temporary construction road (known as the ‘haul road’) will be located.

    This round of traffic lights is due to be lifted during the first week of November.

    Our site team will set up a few small cabins further into the field to support their welfare on site, which are due to be in place until around early December. The cabins will be staffed by a guard 24/7 to ensure the health and safety of all people and equipment in the area, including local residents, and protect the site as it develops. One generator will be used to power the cabins, and we’ll put measures in place to mitigate potential noise from this generator.

    The team will create a temporary stone path off the A429 to enable access into the construction area for the haul road, and this temporary path will support the creation of the main access point off the A429. Once complete, this main access will then be used for subsequent enabling works, as well as for main works.

    Next steps from late November/early December 2019

    Once the temporary stone access path is completed, it will also be used for access to create a temporary compound in the HS2-owned field behind Crackley Crescent. This compound is due to be operating until Autumn 2020 to service construction of the haul road.

    Once created, the compound will be staffed by a security presence 24/7, incorporating low-level security lighting designed to mitigate any potential light pollution and low-noise generators to provide power.

    Traffic management details

    When the traffic lights for temporary access into the site are lifted from the road in November, they will be replaced by the temporary cycleway/lane closure on the A429 to facilitate the diversion of utilities (initially the Cadent and Virgin utilities). No service interruptions are anticipated because of these works.

    Following completion of the access and utility works, three-way traffic lights will be in place between hours of 8.00am and 6.00pm to manage safe use of access points. The lights will only operate when access is required in or out of the site.

    Update on traffic management for Bockendon Road and Waste Lane

    HS2’s early works contractor, the Laing O’Rourke and Murphy (LM) joint venture, is overseeing traffic management on roads in Burton Green to ensure safety during preparations for the haul road to Kenilworth.

    Bockendon Road is closed each weekday from 9.30 am until 3.30 pm until around mid-2020, as outlined in this Bockendon notification.

    Waste Lane will have temporary traffic lights in place to create a plant crossing point that will operate for 12 months. We previously notified Waste Lane changes, stating that these lights would start on 30 September, but they will now commence during the week of 28 October.
